Community workers are often defined by their experience in a particular field, regardless of whether they have formal qualifications. Experience counts for a lot in most areas of community work and some examples include work with:

people with disability in provision of care or lifestyle support
young people in residential care
relationships, couples
victims of crime, family or domestic violence.

Community workers who engage in "para-legal" work are good examples of this:

organisations who provide services to victims of domestic violence employ staff who have experience in providing a range of services but who do not have formal qualifications.
community legal centres employ non legally qualified staff who act as para-legals to provide legal information and assistance. These staff work alongside qualified staff to provide services to the target client group.
